
Business plans
The initial mission, and the three year focus of our First Business Plan, was to create new markets for the additional materials being collected and recycled as part of the drive to reduce the volume of waste which was sent to landfill. This plan was conceived as Devolution was taking place so the plan was funded by central UK government and the devolved administrations on a proportional basis based on populations known as the Barnett formula.
In our Second Business Plan (2004 to 2006) our scope was broadened to encompass new programmes on waste minimisation, to provide advisory services on best recycling practice for local authorities( in England only) and to help to influence public behaviour by programmes of communication at local and national level ( again in England only) The second business plan also included a Scotland Specific Aggregates support programme delivered by WRAP and a Scotland specific Home Composting support programme. Both highlight the increasing diversity of support provided by WRAP as the individual Nations’ waste strategies were developed.
Our Third Business Plan (2006 to 2008) focused on achieving the following:
- to cause the recycling or removal from the waste stream of at least three million additional tonnes of materials;
- to increase the level of public participation in recycling by adding at least four million additional ‘committed recyclers’, an increase equivalent to 10% of the adult population in England; and
- to reduce the amount of food thrown away by consumers and ensure more of it is collected for composting and recycling.
Our 2008 to 2011 Business Plan details how we will work over the next three years. We will work with our partners to deliver three headline targets:
- 8 million tonnes of waste materials diverted from landfill;
- 5 million tonnes of CO2 equivalent emissions saved; and
- £1.1 billion of economic benefits to business, local authorities and consumers.
